The other reviewer was spot on. This lock is inoperable and there are no plans to fix making this a mandatory portage if you are kayaking or canoeing down the Muskingum River Water Trail. The portage is short and the topography is favorable for a quick carry and river reentry. Primitive camping is available to those who dare. Two children did die recently by falling off the lock walls, so keep an eye on the little ones. There is a shallow boat ramp for smaller boats downstream from the lock. There are some hiking trails and biking trails but the state and county have been unable to complete or provide reliable signage so good luck.
The Ellis Dam and Lock are part of the Muskingum Water Trail. The lock is closed. There is a good view of the dam and a rock wall on the far side of the river, however, the abandoned lock is not in good repair. There is no fencing. There was a makeshift memorial to two children who, according to a local fisherman, fell from the unprotected lock and were drowned. There is a large gravel parking area adjoining the lock on the downriver side. Adjoining the lock upriver is a pleasant primitive campground. The quiet rumble of the water falling over the dam would enhance the camping experience. A new but as yet incomplete and unnamed hike and bike trail crosses Ellis Dam Road about 1/4 mile west of the dam. This would be a good campground for self-sufficient through hikers.
