northern lights tower

Was in Rugby on the way to the Peace Garden and happened upon this site. It is a steel structure of towers that represent the Northern Lights. Supposedly it is illuminated, however, it was not during my overnight stay in town. Perhaps the lighst are under construction, I don't know. There is a small "interpretive center" that has a touch screen with info about the Northern Lights. The whole place left me feeling confused. What is it supposed to be and why is it not lit up at night? If you are driving by, stop in and check it out for five minutes, but certainly don't go out of your way to see this.
